Okay, but most people equate “published” with “printed” and “released” with
“distributed”.
Once could print in August, call it “published” on that date, then held onto
them until the nomination comes in, when he then releases it.

Then it's published in February. It wouldn't be the first thing that's printed
and never published, for one reason or another. There are stories about entire
print runs of thousands of copies being destroyed, although usually a delayed
and revised edition is eventually published. PRINTED is not PUBLISHED.

You’ll need some kind of limit on that, honestly. What happens if they
publish in August, but hold onto them until February? That could easily be
done with compilation books of web comics.

To comment further, end-of-the-year releases are always tricky. To avoid
shooting yourself in the foot, releases that will be at the beginning of
January should not say that they are published in the previous December.
"Publication" is supposed to mean when something is first released or sold to
customers, not when it first rolls off the presses and is still in the
printer's or publisher's warehouses.
